For reference, the population of Lyon is just over half a million. The wider Lyon metropolitan area is around 2.2 million.
This makes the city comparable to Leeds, which has to get by with its ex-Made channel.

Out of interest - what ratings do the FR3 regional news bulletins get? In the UK the BBC One 1830-1900 regional news slot is now sometimes the highest rated slot of the day on BBC One.
I do wonder if the lack of appetite for local TV in the UK is that the main regional news bulletins are on the two most popular channels (BBC One and ITV) in decent time slots, and are widely watched as a result.

Seems daft really they don't simulcast Andrew Marr on the news channel on a Sunday morning. It's the one time of the week you probably don't expect rolling news on a news channel.

Sunday mornings on the News Channel tend to bring in the highest audiences of the week.
Probably more to do with MOTD being shown on BBC One on Sunday mornings. People looking for news switching to the News Channel for the rest of Breakfast.
But even the Sunday 9am bulletin rates quite well.

Is the delay in live contributions on the Outside Source screen normally that bad? Seeing Katya Adler and Christian Fraser's two ways is awkward as they start speaking before their mouths move on the screen (but fine when taken full screen).

That's because of the latancy of the big screen, there's also a delay on the main studio in vision screens too. They normally cut to the remote feed before the contributor starts talking. It's a common 'feature', it's the same on C4 News too
