I guess it will partially depend on whether RTE are able to claim Northern Ireland viewers in advertising terms.
RTE carries commercials AIUI, and is thus partially funded by advertising, so advertising to a Northern Ireland audience officially could potentially generate extra revenue for RTE.
The BBC services viewed in the Republic will be the same as broadcast domestically, and thus not carry advertising, so the BBC will need to generate revenue from them somehow to justify providing licence-fee funded services to non-licence-fee payers - just as they do in Benelux countries that get BBC One and BBC Two on cable.
