The video is described as "Werbefersehen" ("Fernsehen" means "television"), but then again, YouTube clips are sometimes mislabeled. We do know that East German television had an "advertising" block known as Tausend Tele-Tipps ("Thousand TV Tips"), which ran until 1976, and previously seen segments from that block closely resemble the ones seen in this clip.
Also, the second channel of East German television began to transmit in color in 1969 -- and that happens to be the year when, according to Wikipedia, Tausend Tele-Tipps began to be simulcast on that channel, so anything from 1969 or later is likely to have been filmed in color.
Therefore, I'm inclined to think that these really are TV commercials -- although we can't be absolutely sure.

Advert for a cigarette lighter powered shaver there. Years before powering stuff from them became common (and in most cars these days they aren't even lighters any more, just accesory power sockets).
