Kelly has been on Xtra Factor quite a few times, she also judged the judges houses stage of Australian X Factor, so I'm sure the producers have seen enough personality to hire her. She always comes across very well in interviews, so she'll do fine. The producers haven't just plucked her off a list. Just because someone isn't in the press every two minutes doesn't mean they aren't suitable for such programmes.
Because you do not base the decision on which people to have on how successful they've been. There is a lot more to it than that. After all, the premise of the show is that the contestants are mentored by the judges, so personality is a HUGE factor.
If Kelly Rowland had a personality suitable for the show we would've heard a lot more from her than we have over the last 10 years.
Tulisa on the other hand, is an inspired choice. She is warm, personable, current and most importantly, there are very low expectations generally so there is no chance she will disappoint.
