The Central presentation of the late 90s was basically a transitionary package designed with the intention of phasing-in the Carlton brand.
If Central hadn't been taken over by Carlton, things could have been very different, especially when you consider that the logos of the other ITV regions (such as those which ended up being owned by Granada) survived well into the 2000s, so the Cake may have ended up surviving in some shape or form.

It's probably a classic because it went before we were tired of it, and you're right, it may have ended up just slapped on the screen had it continued, but they did a lot with it in the 90s, including some perspective idents a decade before C4 were doing them, but I'm sure they'd have found a way for it to continue. Not all of it would have been brilliant, but ultimately what saw the demise of the famouse Central, LWT, Granada and Yorkshire logos were business, not creative decisions.

To me, I consider the 2002-2004 ITV1 Celebrity idents as the worst (the sole exception would be the idents with Sir Trevor McDonald and Cilla Black), granted, those idents started an dark age at ITV, were bland, dull and I doubt that many fans of ITV regional identy were outright furious with the 2002-2004 ITV1 idents for not being creative and interesting.

The production values were impressive, as is the soundtrack. But its biggest problem was that it did little for the identity of the channel, something that the Channel 4 giant (or Block Man) does better. Not bad, but arguably divisive.
Granted, the surrounding presentation was excellent and still is today.
Channel 4's 2015 is arguably one of the poorest ident sets. A bunch of arty-farty films which fundamentally meant nothing and you didn't have a clue which channel you were watching.
