What's going on?

I think I am correct in saying (do say if I am not) but traditionally the licence was to receive TV and Radio, and I think in years gone by you could just purchase a radio license. But now I guess radio is so de-regulated in comparison to tv, that there is no point in even trying to enforce licensing.
