Not on Freeview they can't. Just because they own Sit-Up TV which have two Freeview slots of their own (one of which isn't available in Wales after 7pm anyway) doesn't mean its a good idea to replace one of them for this new venture.
Sit-Up makes more money by virtue of being on Freeview (and thus accessible to more customers who buy from them) than they'd ever make by selling advertising - they get it back through the phone call costs, P&P and generally shifting 11m items every year. Lots of shopping channels would love the opportunity to get on Freeview.
I think its more likely Ftn or Virgin 1 will disappear from Freeview first than a Sit-up channel.
