Virgin Media to auction off the best slots on its TV guide

The cable operator Virgin Media is plotting a shake-up of the pay-TV industry by auctioning off rights to some of the best slots in its channel menu to the highest bidder.

The move, backed by its parent company, the pan-European giant Liberty Global, is an attempt to open up a new source of income. Operators in the US cable industry where the company's founder John Malone was a pioneer have long cashed in their on control of channel menus.

It is likely to prove controversial, however, as it could boost competition to the BBC, ITV and Channel 4. They have guaranteed slots on the first page of programming guides and in return must broadcast news and other public service programming.

Virgin Media is testing the waters in a consultation issued to its broadcasters which warns that it “may exercise its discretion to offer vacant slots on the basis of a competitive tender”.

The operator said it will offer all broadcasters to bid for slots but reserved the right to disqualify adult and other niche channels such from high-profile positions. Lower numbers in the programming guide are more valuable as they deliver a boost to audiences from viewers who are casually channel surfing.

Among the prime real estate Virgin Media could auction is its sixth slot, which was previously occupied by BBC Three until it was turned into an online-only channel as part of budget cuts.

Virgin Media is under pressure to deliver an improved financial performance after missing targets due of discounting to address fierce competition in broadband and misreporting the pace of its £3bn Project Lightning network expansion.

A spokesman for the operator said any auction would be designed to create the "best and fairest" outcome and would be in line with regulations.

I take it the first five slots are not included in this? Also. It will only benafit general channels, since music, news and kids all have there own block. I know on sky kids is 600s news is 500s sports is 400s etc...

Alot of others know this well so virgin could try better at this.

It sounds like they're only including slots which are currently vacant, such the slot previously occupied by BBC 3.

On Sky, the former BBC 3 slot is now occupied by BBC 1 HD. I'm surprised something similar hasn't happened on Virgin Media.

Saying that is one thing, but I hope it doesn't end up like the old NTL guide when they had the original NTL EPG and the old Cable & Wireless EPG and the channel numbers were a mess. For example Sky One used to be on LCN 20 and Sky Two used to be on LCN 930.

I guess it could also be used as a bargaining tool for when any major Channel agreements are renewed in future, i.e. Sky, Discovery etc.

Obviously not the case here but it would be interesting to see if switching BBC1 and ITV had any impact on ratings.

I think most people who watch the BBC watch it based on its programming merits, not its EPG positioning.

Arguably channel 106 could/should be reserved for local TV on Virgin, as I believe it counts as a public service broadcaster. In my region the local channel 'Cambridge TV' is tucked away on 159 on Virgin (and at last retune wasn't available on Freeview 7 via the Sandy Heath transmittor).

Vigin's channel numbering has become a bit of a mess in recent years, with timeshift channels getting seperated from their main channel in part due to the addition of HD channels (which took the timeshift channel's original number). I'm guessing there must be older NTL/Telewest boxes in use which don't support HD channels, otherwise there might be a case to remove the SD version for channels that also have a HD version available in their basic 'M' package. Admittedly it would only free up a few channel numbers, as the likes of Dave HD and Challenge HD aren't available to basic TV package holders.
