Julian is pretty much pants at presenting the weather. Very wooden and straight off the autocue. How many weather presenters use autocue? And what weather presenter never uses their hand to highlight something on the map? Every one of his forecasts follows the same pattern:
(a) Face camera and read first few sentences off autocue.
(b) Turn to the side and read next few sentences off autocue.
(c) Turn and face camera again and read final few sentences off autocue.
The main difference in those three forecasts is that the two in Belfast are upscaled SD while Aisling's is in HD.
Aisling could have been broadcasting from her base at ITV Anglia where they have HD cameras and equipment. UTV Live and UTV Weather haven't got HD Cameras yet, the graphics are in HD but the cameras aren't.

Who prepares the forecast and graphics for Julian to read?
From memory, weather data for ITV is provided by the Met Office. I would assume the Met Office provides a text-based weather report and that's what's used here and for the out-of-vision summaries. I seem to recollect a video from a number of years ago where Julian admitted that he wasn't terribly technical, so I would assume that someone else prepares the graphics for him, as you say; but I have no idea who.
Although in-vision forecasts would generally be the preference, I'd be quite happy to stick with out-of-vision if it meant we didn't have to endure the cringe factor that is Julian and Frank Mitchell. Mitchell seems incapable of getting through a forecast without using the word "indeed" about fifty times. And he persists with that cheesy "Be good. Take care. Bye-bye" sign-off after all these years. And probably still does that corny wink to camera as well. And I've lost count of the number of times that his verbal summary of the weather is at odds with what we see on the map. They could probably use his U105 radio show as a form of torture at Guantanamo Bay,

Last time I checked, UTV's graphics looked bloody awful. I don't believe they're HD...yet.

The vast majority of Julian's announcements are as generic as the one you quoted. His news links often include a time check but apart from that he's been churning out the same bland links for years. He puts sod all effort into his work. If they intend retaining local voiceovers, I'd suggest they give the role to someone who might actually appreciate the role - someone with an ability to produce engaging/creative links. How the hell he has been getting away with this for as long as he has, I have no idea.
