The ITV 2018 preview just played out on UTV with ITV branding and voiceover throughout. Is there a UTV version that should’ve been played?
The ITV 2018 Preview is shown within advertisement slots and not as a normal channel promotional trail. As far as I am aware, it has always been ITV-branded on UTV. Quite why they haven't produced a UTV-branded version and played it out in the same way as an ad for a local company, I don't know. The same thing happened in the past, with a similar ITV preview.
Which preview is this? I've just watched a 'Here it Comes' preview of 2018 programmes announced as on UTV with UTV logo. Or is there another one?

There was a promo weeks ago. I've not seen it recently. The key point about the airings I was referring to is that the promo was part of the ad block, rather than being a conventional programme trail, which would typically preceed and follow the ads. This particular promo was sandwiched in between ads.
EDIT: I'll keep an eye out over the next few days and see if it's the same promo - albeit now with UTV branding.

A company that delivers six minutes of non-news regional content per week to viewers in England cannot be said to 'care' about this element of public service broadcasting, can it really?
They do what they have to and no more. Which is fair enough, they're there to make money not serve.
There's a certain irony that you post this in response to a post talking about Santa updates on UTV.
I love it when things like the Santa updates continue on UTV, because it completely rubbishes all the stuff about how ITV are evil, want to kill UTV off as soon as possible and don't care about regional telly. As many have said before me, today's ITV is very different and does seem to care (to an extent obviously!).

They were talking about an ITV that apparently cares about regionalism.
Indeed by placing the Santa updates in the middle of programming, and hence during commercial breaks ITV are confirming that they are more interested in the financial side, by placing these little snippets where they know the adverts will then be watched.

Was there any promotion of the Santa Flashes this year? When IVC was ditched in 2016 they made a point of saying that that Julian would be back on Christmas Eve but this year I couldn’t find anything, which made me think it wasn’t happening.

Now I wasn't watching UTV on Christmas Eve, but looking at the schedule where else where they supposed to put the updates during the evening? There were only two places to have IVC, at 6.40 and at 8.30, and most Good girls and boys should be in bed at 8.30. In times past on a Christmas eve there would be at least 4 or 5 IVC opportunities before 9.
