ISTR that UK Drama (can we not use the stupid 'UKTV....' channel names until we have to please?) used to start at 7PM at one time. The 9PM start has happened more recently.
When Drama was UK Arena, it ran from 3pm-3am. When Drama took over in 2000, it ran 7pm-7am. As a result, when Food launched it ran 7am-7pm. They were changed (in 2002 iirc) to extend Food's broadcast hours (which was a popular demand among Food fans). So they took up the current hours.
Arena was a great channel, because they were showing stuff like Spike Milligan & The Goodies, which UK Gold weren't (& still not) touching at the time.
(Oh & I saw the 1969 Brit/German co prod 'Pop Goes The 60's' on there for the first time, even if it was edited !)

I remember once that Not The 9 O'Clock News was shown on UK Arena which I thought was odd. Though Cable and Wireless only gave us UK Arena at the weekends and this was until UK Arena ended in March 2000. Though there were rumours about it closing as early as 1998!
Though I never watch Drama I think it does deserve more airtime, as it does have more decent programming than Food, wouldn't it be easier if they moved Food to G2 and moved Bright Ideas to Drama so Drama can come on air at 6 or 7pm.
