Improvise, how do you fill half an hour of random programming? You'd have to have a studio geared up for every genre of programming availiable at the drop of a hat. There's no way it could be done
Tapes work with no human intervention, everyone can get out and everything can run by itself until they get back in again. (although playout is the last place to evacuate - unless the fire is in playout of course!)
