Odd, because it wasn't a programme as such (it certainly wasn't mentioned in the listings mags), just the continuity announcer appearing in vision reading out a few birthday greetings before announcing into the next programme.
While this particular set-up was unusual (unless Border or Grampian had sponsorship for their announcer-led birthday slots at any time?), other birthday strands were sponsored:
UTV's Barney and Busker was sponsored by a local cinema chain
Westcountry's replacement for Gus Honeybun (who was never sponsored), Birthday People, was sponsored by McDonalds
and old TVF favourite Puffin's Pla(i)ce was once sponsored by a Jersey ice cream company.

Previously the CA fitted birthdays into any appropriate junction but by the earlyish 90s they were normally only read out once a day. A Golden Wonder slide and recorded announcement by Jane Jermyn would appear before a cut to the duty announcer with a standard TTTV backdrop. I think this may have continued until March 1996 when all continuity moved to Leeds, or it may have disappeared somewhat sooner.
That was only done for a couple of years between 1992 and 1993, and was usually accompanied with a specific Birthday Spot background (although occasionally they'd use the standard one). They'd reverted to the unsponsored version by the time playout moved to Leeds in September of 1993.
I always presumed it was a regulatory change that appeared to occur around the time of the switch from the IBA to the ITC as most of this dates from that time. Either that or it was more convenient to just edit them in for playout purposes.
The examples you gave were all 3 or 4 years after the ITC took over.
UEFA Champions League is the only thing I can think of with sponsor credits as part of the titles - and they're a bit unusual in that there are two, and they change each matchweek.
The recorded Champions League programmes from UEFA like the highlights and weekly magazine show are delivered without those titles and bumpers which play out as a seperate files, they time the theme music so that the transition usually looks seamless when watching at home but it's always a bit disconcerting when previewing in Playout without those titles - the programmes appear to just sort of suddenly just start and end.
OK, so now AO sponsor BGT and Scholl sponsor TMO. I guess with TMO they could have linked it with something relating to the programme like I don't know a DATING WEBSITE/APP!! Just to confirm it, Barney and Busker was sponsored by Movie House Cinemas and I couldn't find out who sponsored Puffin's Pla(i)ce.

Thanks for clearing that up.. as a matter of interest, did birthday greetings last very long after the move to YTV? With IVC surviving into 1996, did Bill, Kathy et al continue to read out birthdays?
