It's purely a commercial decision... what channels to list, how many regional editions, whether to do radio. I can't imagine how anyone with an interest in broadcasting could have thought otherwise.
A few years back, Kelvin Mackenzie during his reign at Talksport was huffing and puffing about what he saw as RT's refusal to publish his station's listings. It was, of course, an editorial decision - and there was no way of forcing RT to carry them.
In fairness, as RT is, as you all know, owned by BBC Worldwide there may be certain internal agreements about what BBC listings to carry - I doubt if local radio would still be there if it were left to the market alone. But all the other magazines are under no obligations whatsoever and simply do what they consider to be in their commercial interests.

I've recently read Saturday and Weekend from the Daily Express and the Daily Mail and they have radio listings.
