Yes - it can. If you have a USB2 compatible device it will exploit the higher bandwith of the USB 2 connection (i.e. the ability to carry more data each second) to deliver better quality video capture, either at a higher resolution or a higher frame rate or a lower compression rate (if MPEG2 hardware compression is being used) or a combination of all three.

If you don't have a USB 2 input on your PC then some USB 2 devices will reduce to USB1 with the consequent quality drop. Some just won't work

If you are comparing MPEG2 hardware capture - then there shouldn't be much difference in quality between a USB2 and a PCI version. If you are going for uncompressed capture then PCI may well still have the edge in quality.

Can't comment on reliability - though some people aren't happy about opening up their PCs, so USB is a better solution for them.

I don't. I have a Hauppauge PVR-USB2 - which is an external, USB2 hardware MPEG2 device. It captures at qualities up to DVD levels of quality (though it only has composite, s-video and RF inputs - so can't offer RGB quality) It is certainly much higher quality than VHS.
