It's that old 1960s-80s theme tune with a embarrising synphezised reworking! Instead of 'Hwum hwum hwum hwum hwum hwum hwum hwum'....etc,It's like 'Quack quack quack quack quack quack'...etc!
Could anyone shed some light on this,or at least say what the blazes is going on?!?!?!?!

No,It's true,look at www.tv-ark.co.uk then go to the 'What's new' page then click on the ITN News logo then click on the 'Other news' caption and look at the sound file,it's VERY surreal!!!

Keep in mind it was used on Oracle, the original (and better) Teletext.
They obviously wanted to make it fit in with the computerised style of presentation used on Oracle at the time.
