I've just been back through my Radio Times archive and found there were two distinct periods.
In the early days, Welsh programmes went out during the day and were only aimed at Wales. However, due to the only transmitters in Wales being on the south and west coasts, they also went out on Holme Moss to serve north-east wales and Sutton Coldfield to serve the border area.
Later on, after the opening of Llanddonna and the second Wenvoe transmitter, when BBC Wales had started to opt out of network during early evening, Welsh programmes were REPEATED during the day on all the English transmitters, as Malcy says, for the Welsh speakers in England.
