I hope not. I was going to say it's probably a Eurosport own job - but the 2nd line of text is usually boxed as well.
One way of telling - is to look at France Televisions (domestic presentation) coverage of the French Open, and see if they changed to this style.
I did see some cycling coverage recently, where the distance to go and leader to peloton time gap, which was in previous years was definiatly a France Televisions Sport production, which had a flatter style of graphics - but I put it down to a new channel taking over coverage and race/stage production.
Wish I'd paid a bit more attention, now.
EDIT - Just fired up my VPN and headed over to Francetvsport and played a couple of le tour '17 videos.
We may be getting a new graphics package - but not those on the Eurosport screengrabs.
The new package appears to be in the style of the old ones, only now loosing the beveled glass effects and are now totally flat, with a from centre screen twist on, twist off animation, and a slightly different font.
Think of a near full screen width version of the FOM F1 graphics, and you'll be getting close.

Which is all a tad 'Tour de France Corporate' with their Orange rather prominent. The transparent background to text is being used, but sparingly.

Lets be kind and suggest the weather is playing havoc with the timings, a complete horlicks throughout. Grim with the event on screen clocks freezing and jumping complete seconds frequently.

Not sure the team name is required twice on the Départ.
The split screen is to get the reaction of the stage leader, done by the host broadcaster. Eurosport did their own, different, split screens at times.
The Arrivée graphic sometimes showed the +/- difference from the lead but I didn't get a grab of that one.
Even the commentators commented on the white text not being great against the clouds in that final shot.
As this was a time trial, the graphics may be different on other stages.

Isn't the point the they show the shortened code and flag with the full team so you can join the two when only the code is shown?
