Hornblower ran for eight "episodes", albeit each "episode" ran for two hours so it probably felt like like years
Two episodes aired 1998, two in 1999, two in 2002 and two in 2003.

Most likely, since that genre isn't particularly cheap to make. Think I saw a figure of about £3million at some point for one episode.

Wasn't Hornblower one of those left on the shelf at ITV for years because they were 'too expensive to broadcast'.
