If you're 24 and remember it from childhood, then that would be about right. They said, "worst in 18 years" - so those two facts aren't contradictory.
There's no doubt that they could have done better - but we generally have a mild climate here - and one would imagine that the resources for shifting problem snowstorms has eroded away somewhat.
How much does it cost to keep us in a state of readiness for a 1 in 18 year blizzard?
I don't think it would cost that much to keep a surplus mountain of salt in a warehouse indefinitely, surely? :s Once it's there, it's there. And I would think the large amount of council tax most of us pay, would go some distance to covering any costs. We can manage to grit main roads for the frequent frosty nights we have here, after all.
It may have been the heaviest snowfall in 18 years, but we do get snowfall every year, even if a light flurry-- so snow isn't alien to us in winter. I may be wrong, but didn't it snow last Easter-- possibly in south-east England? We don't get as much snow as many countries on our latitude I grant you, but we get frosts all the time in late autumn/winter; so I wouldn't say it's that mild in this country-- even in southeastern England!
