I think part of it is that they don't remember *what* they've shown because C4, just like BBC2 and Sky One, don't show it in chronological order. The Simpsons is a BIG series. This September is going to start it's 17th consecutive series. To date, 356 episodes of The Simpsons have aired. You could run an episode a day, every day for a whole year without a single repeat.
Even if C4 only show the 'old' episodes (which I term to mean pre-2000), they can still run it 235 times - more episodes than they show in a year at present, without repeating anything.
Yet because UK broadcasters seem not to want to show it on order, they inevitably end up giving some episodes more than their fair share of airings (particularly those from seasons 3 and 4) whilst others are almost never shown, and I'd wager a signficant amount of money that C4 have repeated episodes numerous times despite having a load that they can show but never have.

The contract with C4 does seem to be quite strange - C4 is still years behind Sky with new episodes but can only screen one "new" series a year - and they seem to be repeating the same few series over and over again, which I doubt they are doing out of choice!
