I think Julia could be a good choice - some form of experienced background, has presented programming from Watchdog to Countryfile, is well known to BBC 1 viewers and would be following in the footsteps of Nicky Campbell and Matt Baker who have made guest appearances presenting and would probably command a lower salary than Lorraine Kelly or Fern Brittain.
Assuming the BBC doesn't make radical changes to the format, whoever takes the seat next to Jason will have to have a level of gravitas and seriousness while also being able to "fool around" on their lighter moments, such as dressing up as ABBA and filming the video for Money, Money, Money , or having a race across a carpark on pogo sticks. I somehow can't imagine the likes of Myleene Klass or Louise Redknapp being successful in that role.
