I'm curious how they get audiences and contestants for a pilot. I've only ever seen calls for contestants for shows that have already been commissioned.

Casting and audience is the done in the same way on pilots as on a commissioned show. Look more often and you will see pilots being advertised on the usual sites.
As an aside not everyone who appears on shows have applied themselves, the casting teams will target specific groups of people that they have less/less good applications from and find a lot of people who never would have thought of appearing on TV in the first place. This happens on pilots and commissioned series.

Pilot audienced can be more "targeted" as well. When I lived up north, I often went to Media City for recordings of Countdown and Uni Challenge. I remember leaving one day after a Countdown recording, asking would I be interested in coming back tomorrow for being in the audience for a gameshow pilot, but I had to say no due to work commitments.
