The second grabbed frame looks like the luminance and chrominance are out of sync, not a mix. It looks like you've got a frame of chroma from one side of an edit and the luma from the other side. Possibly a fault during ingest from a PAL composite source (almost certainly D3?)

What about Dibley and Father Ted?
Oh yeah, there were loads but I'm talking in the same time-slot vein as 2point4 Children.
One of the great sitcoms from the 1990s along with Goodnight Sweetheart and Birds of a Feather (but perhaps the latter were better!)

Used to love The Brittas Empire too - indeed great to look back at the 1990s and see not only how many sitcoms there were, but how many reached at least 6-8 series. I'm probably forgetting an obvious example or two but of the BBC1 sitcoms of the last decade I think only My Family has survived so long (and Two Pints on BBC3).
All channels need to up their games sitcom wise - it's great ITV have announced they plan to venture back into pre-watershed sitcoms, but I can't see that lasting long. I guess BBC1 do better than we probably give them credit for, but they seem to act much more as slot fillers than be part of any overall strategy.
I think too C4 need to be looking at mixing some original longer running sitcoms inside the short run series such as The Inbetweeners and Peep Show (which is now due to the axe) that have the same sort of repeat quality as imports such as The Big Bang Theory.

I know it's not the most credible but My Hero lasted six series, it was never going to be the same after Ardal O'Hanlon left though.

The IT Crowd is amazing. The humour as you'd expect given the writer is very similar to Father Ted. I think it's got one more series left which will take it to 5.

Yes, I only really got into that the last couple of series - C4 really would be wise to rerun it all on the main channel. It gets the odd airing on More4, but back when comedy was a staple of Friday nights as well as premiering there comedies such as Father Ted were frequently reshown too, helping them grow over later series.

Well in recent months we've seen "Drama" or "Comedy-Drama" as the thing viewers want but I agree with you. I think there needs to be a lot more 8.30 sitcoms in the schedules once again, providing there's the budget and they're written well.

My Family is terrible though...
I suppose My Family more or less replaced this, I know it was written more in an American style, but the show was even set in the same place.
