If it's anything like last year Bill will be anything but unchristmassy - I'm sure, if he ends up presenting the programme again, that he will bring a quite adequate amount of Christmas cheer. I'll grant you that it does seem difficult to fill a 3-hour Christmas news programme though - no live OBs, not a lot of news....
It looks to me like the BBC are trying to introduce total continuity. Breakfast will be on BBC1 EVERY morning, while kids programmes will be on BBC2.

Breakfast on Christmas Day will no doubt be something like Bill Turnbull reading a short news update and then linking into News 24 filler programmes, news reviews and other boring unchristmassy stuff.
Also kids will have to switch over from CBBC2 to CBBC1 at 9am!
