STV, UTV and ITV agree new Channel 3 networking agreements

I think that if ITV plc did that with ITV1, they would loose their EPG placing on 03 / 103 on your remote. They are only in that position due to being a public service broadcaster, which is part of the responsibilities that come with the franchises.
