I'm pretty sure Aberdeen is just a remote source into Glasgow Pres, so if Glasgow is dead.....

Arqiva would have replaced the feed going into PSB 2's code and mux with ITV Border.
That's the advantage of centralised code and mux. I think the northern half of the UK PSB 2 code/mux site is in Leeds or at Emley ?
Seems they used ITV Border as a sustaining feed (once the initial panic subsided)

Do we know if it's a power outage internal to STV or in the wider area and so it might also be affecting BBC Scotland a couple of doors away?

It must have been internal as there is no reported power outage listed on SP Energy Network's fault checker for both PQ's postcode and next door at the Beeb.

And for PSB3 (the HD Mux) it's done at the BBCs central code and mux centres.
