To be fair though, the first version of STV2 was S2, so this isn't anything new, its just S2, but its for the local channels, not a replacement to ITV2 for Scottish people.
I thought this would eventually happen as the local programming has been heavily diluted since early this year, and with three new areas being added, it would be more diluted.
Quite surprised they're launching a Scottish, UK and international news service, however, I thought the BBC would get in there first and STV would play catchup.

Will they have access to any ITV News/ITN content on this show though, given that it is going out on a non-ITV outlet? Will be interesting to see how they make it.
Will STV 2 be available to all of Scotland? Or just the mentioned cities?
It's just a rename of the existing STV run local franchises - so if you receive one of those you'll just see it renamed STV2. They aren't putting it on PSB2 AFAIK (not sure they can) If you can get one of the current STV Local services on satellite or cable, you'll get the renamed version.

Yes, it says that they will use the resources of STV News and ITV News Worldwide. As STV 2 is not part of the ITV network, I take it STV have negotiated a deal with ITV to use their news gathering resource.

Yes - on re-reading it they talk about ITV News resources UK and Worldwide. Wonder what kind of deal they have done with ITV plc and/or ITN for this, and how extensive their access will be.
The way the article reads is that the new bulletin is in addition to what's currently provided - so are we to see the respective Channel 3 News at 6, the new international, national and local programme at 7 and then the current local TV news programme at 8? Add that to the STV News at 10 and you've got quite the line up of news programming!

I suspect in reality it'll be 90% STV content with brief round ups of national and international news.
