If STV2 was the local equivalent of ITV2 they'd probably be able to do that but I don't think it would be so straight forward with the actual set up - I suspect the agreement with ITV specifies content is for "Channel 3", and actually shifting an hour of ITV content to STV2 would probably blow their budget for the month.

Would they youth viewers = adverts = finance vs local prestige - tricky judgement call to make for stv to get it right without much moaning
