Ultimately of course, they (or the production company) own the rights to the copyrighted material and if they want it removed, the webmaster must accept.
In this case, I think it was a little heavy-handed of ITV. They were probably pestered into saying something by a particular company and felt it easier to say 'get rid of all ITV stuff' but in saying that he does make money from having the tunes (indirectly I suppose), which AFAIK is illegal.
