Has you heard of this Middle Eastern kids channel?

According to Wikipedia:
Spacetoon (سبيستون or سبيس تون) is an Arabic television channel that specializes in animation and children programs. It began broadcasting in March 2000 with headquarters in Damascus and Dubai.

I remember watching an English version when I was in Turkey and the main version when I was also in Turkey.

It isn't.
Damascus being the capital is one of the safest places in Syria. There's a tourist industry and most of the 'western' hotel chains have a presence there.

However, other places in the country - very less so.

Well it's about a foreign language children's channel that probably none of us have ever seen, and the original poster didn't really give us anything to talk about so it's unlikely to stay on topic

Animation and cartoons are very popular with kids in the Middle East although locally produced material is only a fraction of that of foreign material.
