21CF is still aiming to be sold to Disney. The only vehicle Murdoch would have to enable a purchase of ITV plc is NewsCorp 2.0, unless he created a whole new company out of the revenue from 21CF & Sky.
NewsCorp buying ITV plc would still be a conflict of interest that the competition authority would be sniffing at.

Have there been any board changes yet? I'd have thought that now that Comcast were in charge they'd have made their mark. The most obvious change being the chairman, currently James Murdoch

I'm not sure it's entirely correct to say 'he'. It's not just one person who owns stakes in these businesses, its a family concern. Rupert is still involved but his sons have largely taken over
