It's on the website now, and is the case for new customers but for those on legacy products (Sky Q Bundle, Sky Q Silver Bundle and others) this was not the case and Sky are actively trying to move people from these products onto the new ones where these kind of rules apply.
For Sky Q Customers, Sky have been clear in saying to at least two people I know that for no Box Sets, no Red Button, no Sky Q App, No Sky Sports HD. For example, EG Right now there is a prompt for a red button on Sky Sports Main Event on my fathers subscription that has Variety + Sky Sports. He presses it and nothing happens and if he goes to the Sky Q Sky Sports App he is told he must upgrade his subscription.
Right, I understand you have to have certain things to get certain other things, like you have to have Box Sets to get Sky Sports in HD. That's on the website. Your post didn't answer my question about the red button though.

I havent caught any red button content in order to be able to test that it's no longer available in SD, but it was certainly working last week for the golf, before they changed the channels. Red button content (for tennis at least) has only ever been available in SD anyway as far as I know. The red button prompt for Catch Up was working this evening during WWE on SSArena.
