The single lines of black flashing make it look like a sync pulse fault. Since the sky payout facilities are probably embedded audio, that could also explain the audio breakup. Not sure why switching to a letterbox version would fix it unless it's an alternative output.
Not sure why the fault would be ongoing for so long though... surely they'd have backup spg in place!

Are the CA's used on all Sky channels or do they have separate? I think I have heard a CA on Sky One & Living before they all relaunched?
LIVING's announcements were prerecorded (and played out by Red Bee) until the relaunch. Sky 1 is live I believe, so if there was the same announcer it was incidental.
I'm really surprised the CA is live. I thought all the sky family of channel's continuity was pre-recorded.
