I mostly remember that show because there was someone at school with the surname Bailey, and people kept singing the theme tune at him.

Who remembers "Oscar, Kina and the Laser", a 1970s children's adventure film from Spain that was split into three parts by the BBC and shown a few times in the early 80s. I believe it had an English narrator, rather than being dubbed.
A little boy builds a laser that begins to talk to him and he sets off on an adventure with his pet goose to rescue a missing child. All I can remember is the goose falls in love at one point and the little boy nearly gets knocked down and drops the laser, which survives its ordeal!
I've found the original film online. Quite surreal!

Hardly surprising as it's first run network was PBS Kids, which didn't air anything unless it was educational, as opposed to most other kids networks.
Wishbone also turned up on Nickelodeon as well. I'm sure it had an airing on a terrestrial network too, but there's no sign of it on Genome and I wonder if it turned up on Channel 4?

Speaking of educational cartoons, can anyone else remember those cartoons from the 80s/90s that always had a little lesson at the end so it fulfilled its requirements for educational content?

Although Channel 4 used to cut them off on Sonic. Not that they'd have known they'd have become an internet meme 15-20 years later! They were left in when GMTV2 and Pop repeated them in the mid-00s though (and on the DVDs).
(and it's almost a thing people forget that Channel 4 ever used to show kids programmes as well!)
