Setting up a real local FM radio station...

An odd post/request this. But what do people hear know about setting up a new Local FM broadcasting station? What would be needed to submit an application for an FM license, or create a short term RSL?

I know thats a bit breif, but I'm trying to work out where to find the info at the moment, and the ofcom site isn't that easy to use....

That gives all the licence guidence, or were you thinking more about what equipment you need to beg/borrow/steal/hire?

I didn't find it, reading now... But thats the thing I was after, Tech wise, studio ops I can handle, admin, network etc, not so sure about transmission, as I say this is very early stages but all input would be useful...
