No, those plans are outlines, and means mud! Also depends on who wins what at each elections etc.
Yes as I said earlier that's what the SNP want but it's not what they are going to get.
But I very much doubt it will be the case where BBC Scotland will carry on as now with just another half hour of Jackie Bird! They will want their own broadcaster. Whether that's a devolved, renamed BBC Scotland or something totally new is all up to the negotiations
But then why? I know what your saying what we need to weight this all up, What do there expect BBC Scotland to do more apart from the news? How many more Docs and Comedy does it what? Or is it all about new Wheel of fortunes or Catchword?>
I think a lot remains to be seen, as details seem somewhat vague. That said I think it's safe to assume that the existing range of BBC channels & services would be unlikely to remain freely available in their current form.
A lot depends on whether the Scottish parliament if successful managed to become independent before 2016, when I believe elections are due. After all if the SNP no longer held a majority after 2016 and independence hadn't been sorted that could further complicate things.
So, STV, ch4 and Ch5 are not changing. I dare say STV will have to making some minor changes with a few more local programmes and maybe as said above new STV news hour.

I certainly would not be happy about my license fee going on supplying BBC services to Scotland for free. Programmes should be sold to Scottish broadcasters just like they would be to Irish, American or Australian broadcasters. If STV wants to pay more for EastEnders than an SBC or SBS then so be it.

That a bit rich, Scotland already pays toward these programmes, its not like were getting them for free right now.

There's more to having a broadcaster that represents and serves a country than just news. Look at RTE for example, it's not just foreign programmes with a smattering of news about Ireland.

RTE was fulled with alot of US sitcoms. Of course BBC England would have to buy in Mrs browns boys since it belongs to Glasgow...

No. It was commissioned by Mark Freeland and the London comedy department. No different to the daytime quizzes or lottery shows filmed in Glasgow and commissioned in London.
BBC will remain, but it might require a name change.
Since Great Britain was formed as a union between England, Scotland and probably Wales first, it will mean the name of Great Britain may cease to exist officially, although some may still unofficially call it that.
Since the United Kingdom name will of course remain, It may have to be renamed UKBC (United Kingdom Broadcasting Corporation) or UKIB (United Kingdom Independent Broadcasting).
Other than that, unless costs decrease rather badly, not much would change, except that programmes will not be produced in Scotland under the UKBC name. It would instead be "A SBS production for BBC/UKBC".
They would have 2 years to sort it out before the March 2016 date though.
