it could actually be the idents for TLC, Really, Lifetime or pretty much any other channel if you were to change the logo.
Indeed.
If there is meant to be any "concept" etc to the idents, then it's not readily apparent without first reading any accompanying marketing blurb that may or may not exist to "explain" the new look.
From merely watching the idents cold, it appears to be just "people doing stuff" (or, even, just "stuff happening") with a logo slapped on top. Which is about the same as the non-concepts that we often see in many bad TVF mocks.
I might as well stick a camera out of my bedroom window and film the neighbour's cat walking along my garden wall, slap an S4C logo on the footage, and submit it to them! Absolute pish.
Even a bit of colour would give it an identity - there is a shot of the logo with the square in red on the creators website and that just screams S4C far more than the white, blue or boxless version
I could take a guess that the reason for the low key ident launch was because they got a dollop of criticism for how much it cost the last time round, hence avoiding any negative publicity in the Welsh press.
For short films of people those idents really are lifeless though, aren't they? They could be straight out of a corporate video for the Welsh Government.

S4C has fallen over this morning, but no Welsh caption, just this:
All depends on how it's used and the supporting elements.
If it's a licensing thing, have they forgotten to change the Cyw logo in the cap above?
The font is licensed; the typeface is not. Copyright only applies to the font, and not the typeface, so the outline of the typeface used in the Cyw logo does not require a licence. Using the font on the web does.

It seems that in these days, font and typeface are becoming synonym to each other. I take it that things like font file and metal type is licensed while the shape of letter is not?

Whilst I can't say anything for metal type, you're right with everything else. The font file is licensed as a copyrighted piece of software.
