The big problem is that the IOM topography requires 10 transmitters, to install a mini mux arrangement would cost lots and without some sort of Tynwald assistance I'd suggest that it'd be beyond 'That's' investment grade. Unless they use D-Sat and IP delivery, the idea is a non starter
Some years ago now, I was commissioned to write a report for the Manx Communications Commission on the viability of a local TV channel on the island. My overwhelming conclusion was that it wasn't remotely viable. I don't think anything has changed since then.

Although an SFN could be used, ( Beary Peark, Jurby, Laxey, PortStMary, Ramsey, Union Mills all operate in an SFN for the three PSB muxes), but as pointed out, regardless of that, the expense etc kills the idea of a station full stop.

Manx Radio (and its siblings) has always had a solid and loyal following I think ?
In fact, Manx Radio predates (legal) local radio in the UK, having opened in 1964 (three years before the first BBC local station, and nine years before ILR)
That's TV struggle to produce an evening's worth of television on their current local sites in England which can generate more news than the whole of Manx.
They really should be concentrating on improving the quality of the output on their existing channels, while launching the rest of the channels they were awarded instead of silly projects like this.
