Only briefly caught glimpses this morning but a RWC DOG has been common on tournament coverage for years now, though in 2003 and 2007 I think it formed part of the scorebar.
EDIT: Watching a bit of this mornings match now - scorebar definitely on the large side and the Japan 2019/Pool/Half flipper a tad annoying but on the whole like the way the scorebar, wipes and host graphics animate. Never saw the line up graphics as ITV replaced them with their own.
P.S. ITV promoted Englands game earlier with a slide showing the team - not something I've ever seen before.
Only watched the game on my phone but that score bug looks way too big and that RWC dog in the bottom right is completely unneccessary.

A quick flick back through YouTube shows

1995 - broadcaster-specific scorebug with RWC logo shown on lower-3rd gfx
1999 - broadcaster-specific scorebug (nothing hard-coded into world feed)
2003 - first use of RWC-specific house style with tiny IRB RWC text DOG forming part of the scorebug
2007 - skeuomorphic evolution of 2003 and just seeing those gfx again makes every Welsh fan's blood run cold
2011 - Evolution of the (wonderful and lasting) Sky NZ-style spinning rugby balls style with separate but still subtle RWC bug in top right (all 4:3 safe)
2015 - Small, blocky, pink and again, separate but slightly bigger and less opaque RWC bug in top right.
2019 - Ugh. The bug in the bottom right doesn't work and while I like the sorta stacked pagoda effect there is just too much redundant space being taken up.

Where’s the satellite feed for this and is it in 8k?
It isn’t being provided in 4K outside Japan (let alone 8K) so the the answer is ‘no’ and ‘nowhere’. Maidstone to Chiswick will almost certainly be fibre.
ITV are producing end-to-end in 59.94p, including at Maidstone, then converting to 1080i25 for broadcast.
This is to prevent too many standards conversions in the chain and the artefacting that would introduce.

Maidstone studios have fibre to the BT Tower so I doubt the ITV show is on satellite. These days I'd also expect the main feeds from Japan to Europe to be fibre for the main connectivity unless there is a good reason not to be? (Particularly if you have more than one feed to backhaul - like ISOs, stadium beauty shots etc.)
