Unlikely to start at 8pm unless they move it to RTE Two. As the Green party won't be ready to announce whether their membership has backed entering government until 8pm.

I wonder what the rights issue is. Is it due to NBC being the US Comic Relief/Red Nose Day broadcaster? Or due to the content of some of the sketches?

It could be because NBC are the US Comic Relief broadcaster. My hunch is that it is due to the special episode of Normal People which will be part of the night. Hulu have the rights to Normal People in the US, maybe they are blocking RTÉ showing it there.

But there’s been little in the way of comedy sketches yet apart from Pat Shortt, with a piece from RTÉ Home School Hub taking up a good chunk of time.

Seems to be working OK for me ... albeit only with the (non-Chromium based version of) Microsoft Edge.
