RSL's - Digital Transition?

Hi All,
Can anyone explain to me (or point me in the right direction) for information on what is happening to the UK's RSL channels (such as Channel M) when the switchover happens. I'm sure I heard something about spectrum being made available but I cannot remember where or when it was happening. Any information would be appreciated.

Ofcom said in January 2006:

There is no automatic continuation for existing analogue services into a digital environment. ... We will therefore offer to existing local RSL holders the right to extend their licences until the start of switchover in their region.


Aside from that talk of mentioning extending the licences to digital transmissions temporarily but there's no technical reason (in the long term anyway) as to why Local TV such as Channel M cannot appear on the EPG, as things stand more work needs doing apparently.

Not read much of the responses but it sounds like some are in favour of regionally managed MUXs, so it would be possible to have a very different set of channels in different areas? Sounds nice but I doubt it would make much difference to competition between networks like they're proposing.
