Repeats on BBC2 used as 'fillers'

Whenever a programme is cancelled because of overrunning sport etc, the half-hour or so in between seems to always be filled with a repeat of one of Rick Stein's three trillion programmes in his library. Is there a shelf of tapes in the continuity booth marked "RICK STEIN: FOR USE IN CASE OF PROGRAMME CANCELLATION"

(yes, I know they come off servers, but still...)

In the afternoons, there always seems to be a repeat of Animal Park (one of the two episodes apparently on the roster), presumably just there to annoy us. That space could be filled by something from late at night like Farscape or Star Trek , which would leave more Learning Zone or Ceefax time.

As a further annoyance BBC2 now seems to have abandoned pre-Learning Zone Ceefax slots - even if the gaps aren't long enough to warrant News 24 - exacerbating the repeats issue during term time.
