Regional news within regional news? Well, South Today does have this. The Oxfordshire area recieves South Today, but has what is called a 'sub-opt'. At the beginning of the program the Oxfordshire transmitter transmits a different version of South Today, with headlines at the beginning relating to Oxfordshire, and then a 5 - 7 minute news round-up of the news for Oxfordshire.
While this is going on, the rest of the region gets the normal programme.
At the end of the sub-opt, the Oxfordshire transmitter opts-in to the main programme for weather, sports and features.
There may be more buts thats what I know about it.

Look East does their split region slightly differently to Southampton.
At 1830 the Norwich opening sequence is shown on both sides, as are the first package or two, then the Cambridge studio opts out with a 'Close Up' sting for about 6'30' (Norwich also run a 'Close Up' sting and go into a local news belt) Cambridge opt-back to Norwich on the 'Still to Come' sting.
(I think Oxford opt back into Southampton on the presenters in-vision just before they read the still to come intro)
