BBC News 24 used the flags for a few weeks overnight after they had relaunched using BBC Worlds studio. They then used the News 24 studio with the generic titles used on BBC One until BBC World relaunched. It must have looked extremely odd on BBC World having the usual flag ident on the hour then cutting to the news which was a completely different theme. I thought it was extremely odd once because i think it was february 2000 time, They used the generic BBC News idents but the BBC World studio for one night which was still using the flag theme. It didnt half look strange. The main reason i know BBC World didnt relaunch until April 2000 was because i got Sky in Jan 2000 and BBC World News on News 24 was still using the flag themed World studio. Also it relaunched when it dropped The World Today and Europe Direct (Europe Direct has since been reinstated on a monthly basis). Why they left it six months to relaunch i dont know. It was also obvious when BBC World relaunched as news 24 was producing the news like they do overnight. At .25 past the presenter reminded us of the headlines and then said 'this is BBC News' paused for a few seconds while BBC World pulls out and would then introduce the weather. Hope this helps anyone who is interested.
