I don't believe that was the point. It was more to do with the possibility of regional idents disappearing completely.
On that subject, I found it strangely ironic that on the 2nd or 3rd day of the present look, Westcountry ran a regional link with an 'unregionalised' network ident, but with a v/o which announced not only the regional programme, but also the following network programme which was 'on Westcountry'. Just 'Westcountry', not 'ITV1', 'ITV1 Westcountry', 'ITV Westcountry' or anything else. Were it not for the ident on the screen the announcement could easily have been believed to be 10 years old.
I'm not sure anyone at ITV plc towers quite knows whats happening with their continued pretence that the ITV network is actually a national channel called ITV1.

But how could you tell that the VO was live and not pre-rec'd a few minutes earlier by the person on duty?

It was the same on Anglia Television and I quickly swapped over to Central East to hear the same ex Meridian announcer blandly announce what was on "ITV1" at 8 and later. This happened last week, so looks like that regional announcements are gone.

Before the regional programme tonight on ITV1, I noticed that it stayed with the live London announcer and we didn't have a pre-recorded one. I have not seen a regional ident before a regional programme for a while now...

I don't think it makes any difference what they say, I put "ITV1" on mute during a break, if it's on at all. The announcers are unbearable, and those with Southern accents are even worse.
I also notice that Tyne Tees seem to be crumbling under the strain of ITV Plc. A lack of effort going into all promotion, and they can't even work out what to call the station on the news bulletins. Take your pick, it's either ITV, ITV1, ITV Tyne Tees, ITV1 Tyne Tees, Tyne Tees, Tyne Tees TV, Tyne Tees Television, TTTV, or 'This Channel' I've also heard 'On 3' (very '96). A limited selection then.

It was because the schedule change at 8pm needed flagging up

I have noticed that
and its only the last month or so that they have stopped using tyne tees on promotions! I really do not see the harm in branding regional programmes with the regional station name?
I would email them and complain if I thought there was the slightest chance that they would listen

It'll probably be only a matter of time before they start using it again... they're calling it "ITV" today. Probably some directive from London comes up every so often telling them what to do... lets hope they forget it soon.

It's a mess isn't it. Really is a lacklustre, can't be bothered approach. To not have a formal introduction into the news seems really sloppy to me. How long before there are no idents and continuity intros into
all
shows on the network? Slightly off topic, but over on BBC1, East have been opting out on Wednesdays for a show called 'Look East Years' - its a local show about local news stories from years gone by. They still have an ECP on the end of the previous show, stating what is next on BBC 1(network). I know that BBC East is probably the only region opting out at 7:30, but it still seems really sloppy to me that network haven't given any consideration to the fact that the next programme is going to be different to that stated in some regions. Don't they think it makes them look stupid??

its pathetic isn’t it. the same happens every time bbc midlands opt out, for example after panorama on sunday night. time and time again network trail the next programme.
i am pretty sure london know about the opts, and yet trail the programmes anyway. viewers are not going to complain about NOT seeing a trail, but they WILL complain about not seeing a programme that they are being told they WILL see.
its not rocket science.
although, it should also be pointed out that regions should have the common courtesy to acknowledge that a particular network programme will not be shown. "in a change to some listings guides" is all they need to prefix to the annos.
