Weren't the 'pres areas' mainly used for presenting short bulletins? IIRC Tunbridge Wells was built with a seperate smaller gallery area for these.
They aren't really needed, all the centres are fitted out so that a basic bulletin can be put out with minimal staffing and automation from the usual set. That goes for any longer opt-outs involving 'presentation' elements.

The new "template building" for English Regions when they started the long process of replacing tape editing with server, was to have a main gallery
and
a single-person control room, often based in an area like Graphics. This is the model that most new regions have - I believe Leeds, Norwich, Tunbridge Wells and Birmingham all have smaller control areas, often used for breakfast and still often referred to as 'Pres'. Some centres use their pres galleries for playout of programmes like "Inside Out", especially as in that particular programme's case, it's directly ahead of the 8pm bulletin which requires the sort of facilities found in a main gallery (CSO / DVE and matte-wipe capability). "Pres" is used by some regions for the late and weekend bulletins too. All pres installations have access to the main video server, so anything available for playout to the main gallery should be available in pres too. It's probably fair to say that they all share the same matrix too, so if a live insert has to be handled through a pres suite, it can probably be made to work. One or two regions have pretty sophisticated second galleries - Gallery B in Southampton for instance has been used in the past for the main edition of South Today (when the main gallery was being refurbished). It has a decent sound desk and full live capability. The old pres gallery in Bristol was rather more antiquated but could still handle a live at a push and could in theory opt on BBC 2 while Gallery-A was opted on BBC-1...

In Oxford's case, as the vision mixer can handle embedded audio, it can be optionally worked by a single operator (sound follows vision), though this isn't normally the case.

Incidently, programmes like Late Kick Off and Inside Out will be produced with the ident already on the front so it's just a case of playing a single clip/tape (that's also the reason you hear various odd voices doing the intro for the,, it's usually the nearest person to the edit suite with a half decent voice)

I think it's more than a theory - they did it at least once. They also managed to do some replugging to allow them to opt separately on analogue and digital using both galleries last year just before DSO>
