As a correction to my earlier post, in most cases you can squeeze up to 16 radios into that part of channel 68 which is free for use. There are other areas within 68 that you must licence to use. The use of those is dependant on whether they are already in use by someone like the emergency services (or other), and your location. Ofcom make those decisions.
The West End of London is packed with radio mics for example, and so the frequency space has to be rigorously controlled there. Some of our systems can detect parts of channel 68 which are permanently in use, although Ofcom are not obliged to tell us who is using them and for what.
