One interesting thing, though. Don't know if you've noticed but there's a clock on the back wall of that static camera shot during the end credits. It reads 12.00. I've been in a Question Time audience before so have a rough idea of how it works. The live discussion begins around 8.00pm so it's done certainly by around 9.30pm leaving them just over an hour to get it edited and ready for TX at around 10.45pm. If they had recorded that shot at the approximate time it would have been taken, anytime from around 9.30pm-10.00pm that evening (I realise this night was very chaotic as they had to tend to a casualty on location, but certainly by 10,00pm, I would have thought), there's no way it would read 12.00. It must have been a canned piece of footage? It is very curious.
Could it be showing 12pm and that shot "dates" from the time when the set and the accessories and what not was set up? I think its safe to assume those things don't get thrown together literally five minutes before the audience walks in and it would have been set up long in advance.

I'd put money on it being an old impulse driven clock, and the system driving it has long since fallen out of repair.
Seen such things in many public buildings, and very often someone has simply parked the hands at 12, waiting for the day (which never comes of course) when someone comes and gets it all working.
Could the QT production team have requested that the clock be stopped? Both to avoid any continuity issues in the edit, but also as it would be showing the wrong time when the programme went out (and some people still think it's live)
