Who owns the rights to other ITV programmes though?

The former Carlton library (including Central, Westcountry and HTV) and the former Granada archive (including Yorkshire, Anglia, Tyne Tees etc.) are now all part of ITV PLC.
It is managed by ITN Archive: http://www.itnarchive.co.uk/

who owns ATV's achive? Did central own them and pass it onto carlton?

No, the parent company of ATV; ITC retained them after ATV closed down, they then got sold to Polygram and then sold to Carlton where of course the Central and ATV archives were re-united.

Carlton's film and VT assets were huge - they owned all the Carry On films due to their purchase of Rank's film archive

A very useful 'who owns what' page is here:

I don't remember the Central Presents ATV thing being around for very long. Perhaps they just used those before the deal went through.

As the accompanying text says they were used to show ATV made programmes after they ceased to exsist. Unlike today the only programmes that could go on ITV were those made by ITV companies... which ATV wasn't, but there were still some of its programmes sitting on the shelves
